I'm a meteorology major, and 20 m/s is only an F0. That said, the smaller tornado that can be seen in the transformer blowing picture is more indicative of F1-F2 tornadogenesis, and the little bit of visible damage seems to indicate that 20 m/s would be low as well, so the wind speeds may be significantly higher than that, but it is difficult to tell without pictures of the damage Great pics, but not that big of a tornando.
